Definitions of Eligibility Requirements.

FAMILY AND ELIGIBLE SINGLES
*The household must be either:
-  A family, or
-  A single person
*   The household's annual income may not exceed the applicable income limit.
*   All family members six years or older must provide their Social Security Number or certify that they don't have one.
* To be eligible for Public Housing, the family must be a suitable tenant.

DEFINITIONS OF HOUSEHOLD/FAMILY TYPE
*   A family may be a single person or a group of persons.
*   A family includes families with a child or children.  This does not preclude admission of a multi-person family without children 
*   Children who are "temporarily" absent form the home due to placement in foster care are considered part of the household.
ELIGIBILTY OF SINGLE PERSONS
*   All single persons are eligible if they meet other eligibility criteria.  A single-person
    Family may be:
-  An elderly person (62 and over)
-  A displace person
-  A disable person
-  Any other single person who is not elderly, displace or disabled.

ELDERLY FAMILY

* An elderly family includes both:
-  A single person family consisting of a person who is disabled or 62 or older, and
-  A multi-person family whose head or spouse is disabled or 62 or older.
 PERSONS WITH DISABILITIES
* The definition of a disabled person includes a person who:
- has a disability as defined in Section 223 of the Social Security Act (42 U.S.C.423)
- has a physical, mental, emotional impairment that:
1. Is expected to be of long-continued and indefinite duration.
2. Substantially impedes his or her ability to live independently.
3. Is of such a nature that ability to live independently could be improved by more suitable housing conditions.
-  has a developmental disability as defined in section 102 (7) of the
    Developmental Disabilities Assistance and Bill of Rights Act (42 U.S.C 6001 (7)
CONTINUED QUALIFICATION AS FAMILY WITH DISABILITIES
* A household must continue to qualify as an elderly family at recertification in order to continue receiving the Elderly household deductions.
* After admission, a person with disabilities who "recovers" can remain in assisted Housing, but is no longer considered an "elderly family", and cannot qualify for deductions allowed family members with disabilities.
