May 22nd, 2013

A referendum on the proposed 2013-2014 budget which would go into effect starting in July is scheduled to take place on Tuesday, June 4th. Voting takes place from noon until 8 P.M. at your normal polling station (either the High School or Town Hall). The budget would result in a mill rate of 25.54 (an increase of 1.27 mills from the current fiscal year). For more details on the budget, please click here

February 20th, 2013

Everything that was received on-time has been posted. Delinquent notices on real estate and business personal property will be mailed out over the next few business days. Delinquent motor vehicle bills will go out next week or the first week of March.

Likewise, we have notified the DMV of all delinquent vehicle bills. Therefore, if anyone with delinquent vehicle taxes needs to do anything with DMV (register or re-register) then the individual must come into the office to receive a clearance stamp.

The Town Hall's Christmas/New Years hours of operation are as follows:

Closed: Christmas Eve (Monday, December 24th), Christmas Day (Tuesday, December 25th), and New Year's Day (Tuesday, January 1st, 2013).

Early Release: New Year's Eve (Monday, December 31st) 8 AM - 2 PM.

Legal Notice to Pay Taxes

The second installment of Real Estate, Personal Property, Motor Vehicle, and Supplemental taxes on the October 1, 2011 Grand List is due and payable on January 1, 2013. The last day to pay without interest is FEBRUARY 1, 2013.

If payment is not received/postmarked within one month of the date due, the installment will be delinquent and subject to 3% interest. From then on, interest accrues at a rate of 1.5% a month (18% annually). The minimum interest charge is $2.00 per State Statute.

Payments may be mailed to or paid (please bring the entire bill with you) in the Windsor Locks Tax Collector’s Office located in the Town Hall at 50 Church Street. Business hours are Monday through Wednesday 8:00 A.M. to 4:00 P.M.; Thursday 8:00 A.M. to 6:00 P.M.; and Friday 8:00 A.M. to 1:00 P.M. Please make checks payable to: Town of Windsor Locks.

All delinquent taxes must be paid in full before current taxes.

For question regarding your bill, please call the Tax Office at 860-627-1415. For question regarding assessment or credits, please call the Assessor at 860-627-1448.

Pursuant to section 12-130 of the Connecticut General Statutes, failure to receive a tax bill does not invalidate the tax (and/or interest/fees per 12-146).

We've sent out delinquent notices to open accounts on the 2011 Grand List.

Also, you can start making payments on the January 2013 installment if you would like. This can make it a bit more manageable in January as the Christmas bills come in.

All delinquent motor vehicle bills have already been reported to the Department of Motor Vehicles. This means people with unpaid car bills will be unable to register or re-register anything. In order to receive a clearance, all taxes under the taxpayer(s) name(s) must be brought current. We do not clear individual vehicles - we clear names. This means if you have three cars with unpaid taxes, but only want to re-register one, the taxes on each vehicle must be brought current. No exceptions.

We have processed all mail and payments which were received or postmarked by August 1st. Any payments which are received or postmarked from August 2nd onward are late and subject to an interest charge.

The current tax bills reflect vehicles which were registered exactly on October 1st, 2011. The DMV sends us a file which lists all registered vehicles for that date. If you did not get a bill and still owned a vehicle on October 1st, 2011 there is a strong likelihood that your vehicle is not registered. The fact that the DMV cashed your check does not mean your vehicle is registered - owners need to prove that any outstanding issues (like delinquent taxes or emissions) are resolved before the car is registered.
