Legal Notice to Pay Taxes

The 2012 Grand List Motor Vehicle supplemental list and second installment of Real Estate, Personal Property, and Motor Vehicle taxes on the October 1, 2012 Grand List are due and payable on January 1, 2014. The last day to pay without interest is February 3, 2014.

If payment is not received/postmarked by the date due, the installment will be delinquent and subject to 3% interest. From then on, interest accrues at a rate of 1.5% a month (18% annually). The minimum interest charge is $2.00 per State Statute.

Payments may be mailed to or paid (please bring the entire bill with you) in the Windsor Locks Tax Collector’s Office located in the Town Hall at 50 Church Street. Normal business hours are Monday through Wednesday 8:00 A.M. to 4:00 P.M.; Thursday 8:00 A.M. to 6:00 P.M.; and Friday 8:00 A.M. to 1:00 P.M. Please make checks payable to: Town of Windsor Locks.

All delinquent taxes must be paid in full before current taxes.

Pursuant to section 12-130 of the Connecticut General Statutes, failure to receive a tax bill does not invalidate the tax (and/or interest/fees per 12-146).

WINDSOR LOCKS TAX OFFICE

RECEIVES PAYMENT FOR LARGEST DELINQUENT

The Windsor Locks Tax Office collected over $200,000 to bring the Montgomery Building current for the first time in over five years. This closes out a long process that involved the town actually foreclosing on the property and a new owner purchasing it.

The Town Attorney delivered a $233,968.60 check to the tax office which paid off the 2008, 2009, 2010, and 2011 Grand Lists in addition to the first installment of the current (2012) Grand List. The property’s taxes are now paid in full until January 1, 2014 when the second installment comes due.

“Anytime you collect on your largest delinquent, it is a great day for the town,” Tax Collector Joseph DeLisle, Jr. stated. “One of the common questions we were asked is when the town was going to collect the delinquent taxes. Now, we are more than happy to report the property is current. Being a legal process, it did take longer than anyone wanted, but we have the money now.”

DeLisle specifically applauded Town Attorney Scott Storms and his role navigating the town throughout the legal process. “Attorney Storms was a tremendous help throughout the entire ordeal. I cannot overstate what an asset he has been to the town. He answered every question and laid out every option available to us.”

When asked about collecting on future delinquent, DeLisle discussed the assignment of tax liens. “The town attorney and I have just finished up working on the language that will allow the town to assign delinquent tax liens to a third party, such as a bank.” The next step in the process, now that the paperwork is done, will be to go before the Board of Selectmen in September to set a Town Meeting date. The goal will then be to begin assigning the liens in April or May of 2014.

JULY 5th, 2013

Now that the budget has been adopted and a mill rate has been set, the tax bill process will be moving forward. Remember that unlike normal years, taxes are not due July 1 so the last day to pay is not August 1. Our planned schedule is as follows:

July 20th – Bills are printed

July 22nd – Bills are mailed

WEDNESDAY, JULY 24th – TAXES DUE

THURSDAY, AUGUST 22nd – LAST DAY TO PAY WITHOUT PENALTY

Each bill will explicitly say the due date and last day to pay. Keep in mind that bills less than $100 are payable in one installment while bills $100 and up must have at least the first half paid in full to avoid penalty.

If you do not receive your bill by July 22, please call the Tax Office at 860-627-1415 or visit www.windsorlocksct.org to get your balance. Payments must be made or postmarked by August 15th. Any payments made or postmarked starting August 16 will be delinquent and subject to interest.

Please note that motor vehicle bills will only be generated for a vehicle registered on EXACTLY October 1, 2012. (Any vehicles registered on or after October 2, 2012 will receive a separate bill in December.) If you no longer own that vehicle and did not transfer the license plate, you must contact the Assessor’s Office at 860-627-1448. If you transferred the plate, your bill is still due in full as you will receive a credit on the supplemental bill generated in December.
